Instead of billing each apartment directly for its consumption, a RUBS system apportions charges for water, sewer, and trash using ratios based on unit size, occupancy, number of bedrooms, or combinations of these factors.
Apartment communities across Greater Fort Worth use RUBS because it avoids the expense of installing submeters in every unit while still distributing costs proportionally among residents. Under this approach, the property bills utilities to the master account, then each resident pays their calculated share based on the billing formula. A two-bedroom unit, for example, might be assigned a larger portion of water and trash costs than a one-bedroom, reflecting typical usage patterns.
For property managers, RUBS simplifies billing administration and reduces the capital cost of retrofit metering. For residents, the system creates incentives to conserve since consumption directly affects the allocation ratio.
